2009-06-17: Michelle Beaudoin resigns
In a
letter dated May 19 and deposited at last night's regular meeting, Michelle Beaudoin has resigned from Municipal Council, as she has moved to another region. Ms. Beaudoin was elected to Council in November 2005 with Pierre Roy's Vision team. In September 2008, all four Councillors elected under the banner, including Ms. Beaudoin, quit the team to sit as independents (see News 2008-09-24). As the next municipal election will be held this November, there will be no by-election to fill the vacancy.

2009-06-16: Family Policy unveiled
In a
communique distributed Friday, the municipality announced the unveiling of its first Family Policy, with the slogan "The family: the heart of the village." The policy establishes four principles which are to guide the Municipal Council in its actions: respect for the diversity of families and a sense of belonging; the well-being and improved living conditions of families; equilibrium among generations and strengthening links between generations; and community development by engagement, volunteerism, mutual aid and solidarity. The policy was developed by a committee headed by Municipal Councillor Danielle Pilon.

2009-06-15: Richard Daoust to run for Mayor
According to an
article posted on the webiste of l'Information du Nord on Thursday, Richard Daoust has confirmed his candidacy for Mayor in next fall's elections. Mr. Daoust was elected to Municipal Council in 2001, and resigned in November 2004. A retired management professional, Mr. Daoust has been a property owner in St. Adolphe since 1981 and a permanent resident since 1998. He has been President of the Health Co-op since 2006, and has served as Interim President of the Sainte Agathe Caisse Populaire as well as a Board member of Les Habitations Saint-Adolphe and an active member of the Lions Club and the Chamber of Commerce. Mr. Daoust expects to announce the members of his team in the coming weeks.

2009-05-25: Ottawa joins nautical appeal
In Quebec Court of Appeal Friday, the Honorable Justice Andre Rochon granted a
Request of the Solicitor General of Canada to obtain leave to voluntarily intervene in the appeal of the January 22 Superior Court decision declaring the municipality's nautical bylaws to be constitutional. (See News 2009-02-23 and 2009-01-27) The request states that "[translation] the Honorable Justice Lalonde erred when he rejected the arguments relating to exclusive federal jurisdiction and federal paramountcy to conclude that Bylaw 535-2 was valid and operant. The Solicitor General of Canada will support the position of the appellants to the effect that Bylaw 535-2 is constitutionally invalid and inoperative." The federal government will have the full rights of a party to the appeal.

2009-04-25: Rejean Gravel to run for Mayor
During an evening gathering to form a new political party yesterday, Rejean Gravel confirmed his candidacy for mayor in next fall's elections. Mr. Gravel, a management consultant who has been residing in St. Adolphe for five years, is married with two children.
In a brief speech, Mr. Gravel said that the interests of all members of the community must be respected, based on the principle that "the dreams of others are not realized at the expense of my own," and that Adolphins deserve a community "in our image, dynamic and welcoming."
An official launch of the new party will take place towards the end of May.

2009-04-01: Village to be moved
At a special meeting held this morning, Municipal Council has adopted a proposal from the Urban Planning department that would see the Village moved a few kilometres south on Route 329, to the area adjoining the municipal dump. The current Village is to be reforested and turned into an ecological reserve. The Mayor explained that the project is a result of complaints from long-time residents about increasing noise levels in the Village, and added that the Council decided to act now to take advantage of the low number of businesses in the Village in order to reduce the costs of the move.

2009-02-23: Nautical bylaws: judgement under appeal
Chalets St. Adolphe has brought to appeal the January 22 Superior Court judgement of the Honourable Jean-Yves Lalonde, J.C.S., which rejected the company's contestation of the municipality's nautical bylaws. (See News 2009-01-27) An
inscription in appeal deposited Friday alleges that the judge erred in law in declaring, among others, [translations] "that the pith and substance of Bylaw 535-2 [...] was the protection of the environment rather than navigation by means of motorized craft on the lakes and rivers subject to this bylaw," [...]  "that [...] Bylaw 535-2 does not impede on the essential content of federal jurisdiction in matters of navigation and of craft or vessels," and "that Bylaw 535-2 is applicable and operant because its accessory effects are constitutionally complementary and compatible with the exclusive competence of the Parliament of Canada in matters of  navigation."

2009-01-27: Contestation of nautical bylaws rejected
In a decision rendered in Superior Court January 22, the Honorable Jean-Yves Lalonde, J.C.S., has rejected Chalets St. Adolphe's contestation of the municipality's nautical bylaws. (See News
2007-03-12 and 2007-10-18) In the decision, Judge Lalonde states: [translations] "As to the aspect of Bylaw 535-2 that restricts access to the lakes [...] the Tribunal is of the opinion that these restrictive measures are still within an acceptable degree of subordination in that they do not impede on elements essential and vital to the exclusive federal jurisdiction over navigational matters." He also declares that "these lakes are not part of the federal water system essential or vital to navigation in Canada" and "are therefore of a purely local character," adding that "lakes St. Joseph and St. Mary are not public property within the meaning of section 91 (1A) of the Constitution Act of 1867," and "Here, the level of government best placed to make decisions in the public interest [...] is the municipal government ..."
